The increasing number of laws that regulate the rental housing industry are making it difficult for owners to stay in business. Some owners have stopped renting their units and are putting their properties to other uses. In California, property owners have the unfettered right to go out of business. Both the Ellis Act and the Tenant Protection Act of 2019 allow owners to withdraw units from the market.
