Our panelists:

Brian Rosales, Partner with Harris, Rosales & Harris has been practicing law for over twenty years.  HE graduated from the University of California, Berkeley (A.B., 1992) and Golden Gate University (J.D., 1996), and was admitted to the California State Bar in 1996.  Brian actively volunteers as an instructor for landlord-tenant courses at the Rental Housing Association of Southern Alameda County, and is a board of director member.  He specializes in landlord/tenant litigation and post foreclosure evictions.

Monique Berlanga is the Directing Attorney of the Tenants’ Rights Practice with Centro Legal. Monique leads a dedicated team of over thirty attorneys, advocates, and rental assistance staff working to stop displacement of low-income renters throughout Alameda County. The team has developed and continues to refine a model of culturally humble service provision that efficiently provides a wide range of services for low-income tenants through consultations, affirmative litigation, eviction defense, representation in administrative hearings, policy advocacy, community outreach, and collaboration with community organizations. Centro Legal also serves as administrator for Alameda County Housing Secure and Oakland Housing Secure, city and county-wide anti-displacement collaborative grants.  Monique holds a Juris Doctor degree from the University of California, Berkeley School of Law (Boalt Hall). Monique is from Hayward, CA.

Emily Hislop is Special Programs Manager at Project Sentinel which includes supporting the rent stabilization programs in Mountain View and Hayward. She is also responsible for keeping agency staff up-to-date on rental housing laws and issues. During her tenure with the agency, she has gained expertise in State and local rental housing laws, including the landmark Tenant Protection Act of 2019 and the wave of urgency rental housing legislation and ordinances in response to the COVID-19 emergency. With the role of educating the public and professionals to understand the rights and responsibilities of tenants and landlords, Emily brings unique expertise from the perspective of a neutral rather than of an advocate for one interest. She became a trained mediator in 2012. Prior to her time as a dispute resolution professional, Emily spent over 15 years in the legal field, including many aspects of civil litigation as both an attorney and a paralegal. A fourth-generation Berkeley native, Emily currently resides in Mountain View. She is licensed to practice in CA, earned her J.D. from Santa Clara University School of Law and holds a B.A. from UC Davis, with majors in International Relations and Spanish.
